There are similarities in behaviour but one difference is that a high percentage of workplace bullying is done by someone in authority.
Co-workers could also be involved in bullying.
Often the company has rules in place in their Policy and Procedure Manual and other documentation but sometimes management is ignorant, unskilled or just wilful in neglecting their obligations.
